Do I qualify for the PA program in and if so, will there be any assistance for getting a student visa ? Can I get a student visa to do the prerequisite courses? how long will it take?

Your HR work does not qualify you. You will need health care experience - working in a clinic, hospital, or on an ambulance.
You will need to get the visa. There may be services that can help you with that, but PA programs don't do it.
I believe a student visa will allow you to take the prerequisites. You may then need to apply for a more permanent status visa in order to attend PA school, but I would check on this with the various PA programs.
