PA's in Goverment

Yes, PAs can specialize. About half of them don't (they work in primary care). Here's the place to ask and answer about specialties and specialization.

DO PA's function at any level in the government? Law making etc? If so what types of roles do they have, and what are their duties etc?

To an extent. There are plenty of PAs at the AAPA, for example, who are always putting forth PA-friendly legislation in congress and lobbying at the state and federal level. They work closely with attorneys, of course. But beyond leadership in the PA profession, it's not something that happens much. But maybe you could change that!
