Health Care Experience

This question may have a very obvious answer but I am going to ask it anyway. Do the health care experience hours (200-500) need to be completed BEFORE I apply to a PA Program or can they be completed before actually starting the program? What I'm really asking is can I apply to a PA Program without completing the minimum amount of hours of health care experience and then completing the rest of the hours before attending the PA Program? I'm sorry if this question is irrelevant in any way. I'm just worrying about completing the health care experience hours in time and want to clarify everything!!
